Post Mulcair delivers message of openness to Calgary's oilpatch

Federal NDP Leader Tom Mulcair delivered a speech in Calgary yesterday meant to signal his party's openness to foreign investment, energy development and greater pipeline access. But he also said clear rules were needed, and environmental regulations need to hold firm.
